9 April
Lobby, Pharmaceutical Education and Research Centre
21 Konsula iela, Rīga
In today’s security environment, health system resilience is an essential component of national and societal resilience. During crises and armed conflict, the health system must be able to ensure continuity of healthcare in the face of increased demand, resource constraints, and changing operational conditions. Building and sustaining this capacity requires coordinated cooperation among civilian and military institutions, national and local authorities, healthcare institutions, and healthcare professionals.
This session aims to foster a shared understanding of the role of civil-military cooperation and interaction in strengthening health system resilience and ensuring continuity of healthcare during crises and armed conflict. The session will address the roles and responsibilities of the actors involved, mechanisms for cooperation and coordination, and the capacity of the health system to prepare for and adapt to changing circumstances.
The programme will explore civil-military cooperation and interaction in the context of NATO and Latvia’s national defence system, the continuity of healthcare and other critical functions, the roles of national and local authorities, societal resilience, as well as healthcare workforce preparedness and the development and maintenance of professional competencies. Particular attention will be given to the preparedness of healthcare professionals to work during crises and armed conflict, as well as to the clinical challenges associated with the treatment of war-related injuries.
The session will bring together experts and guest speakers from Latvia and abroad. Presentations by international guest speakers will be delivered in English, while Latvian will be the working language for the remainder of the session's programme.
